Examination and Management Project for Water Pollution Control Fee Operation

This Plan was implemented over the period between August 13, 2018 and July 31, 2019. The main work items undertaken were as follows: (1) Updating Water Pollution Control Fee collection lists and declaration notifications; (2) Assisting the environmental protection departments of individual county and city governments with the implementation of various administrative tasks, including settlement on termination of collection, etc. (3) Examining Water Pollution Control Fee collection cases and examining ways to improve review operations; (4) Collating Water Pollution Control Fee declaration examination results for each period and examining the results achieved in terms of reducing pollutant volumes and improving water quality; (5) Implementing Water Pollution Control Fee collection account verification operations; (6) Maintaining and updating the Water Pollution Control Fee Online Declaration and Inquiry System; (7) Providing consulting services in relation to Water Pollution Control Fee collection and examination operations; (8) Assisting with the implementation of ancillary administrative tasks relating to the Plan. As part of Plan implementation, Water Pollution Control Fee collection list management, review and auditing operations have already been completed for the first and second periods of FY2018; the total amount of Water Pollution Control Fees declared in the second period was NT$405,026,314. Preliminary review checking was performed with respect to declaration cases dating from Period 10407 (the first period of FY2015) and Period 10801 (the second period of FY2018); with respect to those cases where checking revealed no anomalies, notifications were sent by e-mail. With regard to cases dating from Period 10601 (the second period of FY2016) where concerns had previously been raised in the preliminary review checking process, secondary review operations were performed in relation to 2,178 firms (a total of 5,868 cases). In addition, with regard to performance auditing indicators and declaration cases identified as raising serious concerns dating from Period 10607 (the first period of FY2017) onwards, secondary review operations were completed with respect to 977 firms, and on-site auditing was performed at 156 firms; the amount of supplementary payments deriving from this review and auditing work totaled NT$22,748,813. Firms were notified of the review results by official letter. Declaration data for the period since Water Pollution Control Fee collection began were collated, and analysis was undertaken of the extent to which Water Pollution Control Fee collection has helped to reduce pollution or improve water quality; individual cases were also selected for further analysis. With respect to the Water Pollution Control Fees paid by firms, FY2018 Water Pollution Control Fees collection account checking and auditing operations were completed, and an auditor's opinion was submitted. Regarding system updating, the Water Pollution Control Fee Online Declaration and Inquiry System was updated and expanded in line with Plan requirements and with relevant changes in the law. The content of the work performed included updating the System to incorporate the latest announcement, file download and review result inquiry functions, etc. To support the commencement of Water Pollution Control Fee collection with respect to additional regions and additional facility sewerage systems this year, a total of four Water Pollution Control Fee Collection Presentations were held, and four advice hotlines were established to provide firms subject to Water Pollution Control Fee collection with timely advisory services.
